Context
The center of government in a GCC country embarked upon an economic transformation plan with the objective to enhance the welfare of the local population by creating new communities and adapted housing solutions in order to upgrade the living standards of the citizens.
The Ask
Pace Consulting was approached to establish a dedicated entity to act as a developer of integrated urban and commercial communities in accordance with the urban priorities of the country. The new entity also aimed to address the existing challenges of the National Housing Program. The new entity was expected to achieve a set of goals that fall into two strategic areas:
What We Did
We defined the operating model of the entity and how it will be brought into life in terms of the interaction between its various components as well as the requirements of the needed organizational structure, and that was achieved by:
- Engaging with the leadership in order to develop a thorough understanding of the strategic directions
- Conducting an exhaustive benchmark analysis in order to identify the best practices within similar entities in the industry
Over a period of 3 months we have delivered:
- The entity’s strategy and objectives: Vision, mission and strategic objectives were defined based on the mandate of the entity in alignment with the leadership directions

The operating model: a fully integrated operating model was developed including different core elements and enablers.
- The organizational structure: the organizational structure was defined in addition to the job descriptions for all divisions, departments and sections in addition to workload analysis and manpower plan as well as a governance structure

All policies, procedures and business processes for all divisions, departments and sections, which set the proper framework for internal operations
Outcomes
The entity was launched successfully and has been operational since then. It is responsible today for a number of large government-owned real estate development projects
